Dover was registered with the Public Health Authority at Rickmansworth on the 21st September 1937 – its number being “184 Rickmansworth”. Health registration was carried out under the Canal Boat Act of 1874 and entailed the boat being inspected for living conditions and registered with the local urban sanitary or port authority.

The main purpose of the act was to ensure that boat cabins were not overcrowded and were maintained to a reasonable standard.
